Veterans agreement

In Paris, Ukraine and France signed a roadmap setting out joint action to support veterans for 2026–2035. This was reported by Ukraine’s Ministry of Veterans Affairs.

The document was agreed by Ukraine’s Minister of Veterans Affairs Vitalii Kim and France’s Minister Delegate for Veterans Alice Rufo. The plan covers rehabilitation, return to civilian life, protection of rights and commemoration of the fallen.

“We are moving from general agreements to practical steps that must deliver concrete results for Ukrainian veterans and their families,” Kim said.

In the medical area, the parties plan to train Ukrainian doctors and psychologists in France and to arrange internships in military hospitals. The cooperation provides for the development of family-based and long-term rehabilitation, as well as the training of instructors to work with wounded veterans.

Support for returning to civilian life will cover employment, assistance for veteran-owned businesses and improvements to the support system. The parties will exchange legislative experience and work on protecting the rights of the families of the fallen. A separate strand concerns military memorials, cemeteries and the culture of commemoration.

Kim named family rehabilitation, reform of the support system and the shaping of a dignified image of veterans in society as Ukraine’s priorities. Rufo confirmed France’s readiness to work according to Ukraine’s needs and to help attract international funding for veterans policy.
